It just goes to show that if you don&#039;t have a rule against it (and sometimes even if you do), humans will do everything possible to get ahead.

Just like first-home-owners in Australia using their precious FHB grant to buy plasma tv&#039;s and overpriced furniture, or dodgy parents spending the baby bonus at the casino, this TARP is being used for purposes other than what it was meant for (we think...or is Hank in on this?).
