The more people understand, the better they are at overcoming all these problems. Spend the 'bailout' giving the whole world internet dial-ups. They will have something to do, and they will learn whatever skills required to make themselves useful in their particular context. Its only ignorance that causes problems. (Of any sort) Its only information and understanding that can solve them. The best solution to this mess is information.
The more people understand, the better they are at overcoming all these problems.
