		<description>Thinking it&#039;s very gracious of American politicians to provide the opportunity for American business to define its prerogatives, and to build up its cash reserves to see America through the coming cash crisis of the aging of baby boomers. In allowing those cash reserves to business, politicians can now close the door and tax those reserves in anticipation of the future needs of America and its population - as a compelling interest.

Helping to further business interests, and also serve the American people is not an easy task, and the means to do it do not always make sense to the American public in the ways it must be done.

Congress may have accomplished its mission therefore, if not fully crystal clear to its taxpayers.</description>
